In Excel, how to you change settings so that the arrow keys will either move you from cell to cell, or they will shift your view one column (or row) at a time while remaining in the same cell?

When the scroll lock is on, the arrow keys move the complete page while remaining in the same cell. Turn the scroll lock off to use the arrow keys to move the cursor one cell at a time without changing the view.
